FAA proposes to drop Special Issuance for pilots with non-insulin diabetes

The Federal Aviation Administration published a notice of proposed rulemaking on 4 September 2026 that would let pilots whose type 2 diabetes is controlled without insulin be certified by an aviation medical examiner at their examination, rather than through the FAA Authorization for Special Issuance process. The proposal would strike the phrase “or any other hypoglycemic drug” from 14 CFR 67.113(a), 67.213(a) and 67.313(a). FAA cited SGLT2 inhibitors and GLP-1 receptor agonists among the advances that changed how the condition is managed. Applicants would still supply an A1C test and documentation from a treating physician, and cases would be assessed individually. Comments close 5 October 2026.
